Zhejiang HEC Machinery was assessed as Taizhou Enterprise Technology Centre.
Enterprises applying for accreditation should have the following basic conditions:
(i) have a more complete enterprise innovation strategy implementation plan and intellectual property management capability, attach importance to innovation and new techology development, and have remarkable innovation efficiency and benefits.
(ii) Strong technological advantages and technological innovation capabilities, enterprise comprehensive economic and technical indicators and technology development capabilities in the city at the forefront of the peer group, with better economic and social benefits. The annual main business income of manufacturing enterprises is not less than 50 million yuan (not less than 30 million yuan for mountainous counties and national high-tech enterprises); the annual main business income of high-tech service enterprises is not less than 10 million yuan.
(iii) The enterprises have good accumulation of technology, and have the necessary equipment, testing instruments and sites for research, development and intermediate tests; the original value of technology development instruments and equipment of manufacturing enterprises is not less than RMB 3 million, and that of high-tech service enterprises is not less than RMB 1 million.
( IV) Enterprises have stable investment in technological innovation, technology centre funding into the annual budget of enterprise finance, enterprise technology centre construction and R & D project investment in the collection of clear accounting, annual research and experimental development expenditure of manufacturing enterprises accounted for the proportion of the main business income of not less than 1.5%; high-tech service enterprises not less than 1%.
(V) has a high technical level of practical experience of the leader, has a reasonable size and structure of the technological innovation team. The number of full-time research and experimental development personnel of manufacturing enterprises shall be not less than 20 (not less than 15 for mountainous counties and national high-tech enterprises); and the number of service developers of high-tech service enterprises shall be not less than 10.
